Another solution in two steps

First step

When the 1 at r1c6 is true, the 9 at r8c3 is both true and false, so 1 must be false:
[1R1C6-(1=9)R6C6-9R6C5=9R8C5-9R8C3 and 1R1C6-(1=5)R1C9-(5=9)R1C1-9R1C3=9R8C3]=>-1R1C6
