Code after basics:
Code:

 | 6     3     8     | 7     5     9     | 4     12    12    |

 | 4     679   3     | 59    8     2     | 57    167   1567  |
 *-----------------------------------------------------------*

(7=8)r6c9-AUR(39)r46c15[8r6c1=2r4c5]-(2=9)r4c8-(9=7)r1c8; -7r1c9

Another approach to the same deletion is an
axy-wing(29-7)r4c8+r1c8|r5c9=8r5c9-(8-7)r6c9; -7r1c9

The 7's in block 9 made this interesting. I still might have a problem with the notation.
Code:

 *-----------------------------------------------------------*
 | 259   29    4     | 1     6     8     | 3    d7-9   57    |
 | 6     3     8     | 7     5     9     | 4     12    12    |
 | 7     19    159   | 2     4     3     | 589   689   568   |
 |-------------------+-------------------+-------------------|
 | 39    5     6     | 8     239   7     | 1    a29    4     |
 | 189   4     179   | 6     29    5     |b789   3     278   |
 | 389   789   2     | 4     39    1     | 6     5     78    |
 |-------------------+-------------------+-------------------|
 | 25    267   57    | 3     1     4     |b578  c678   9     |
 | 1589  189   159   | 59    7     6     | 2     4     3     |
 | 4     679   3     | 59    8     2     |b57   c167   1567  |
 *-----------------------------------------------------------*
9r4c8=(9-87)r5c7=7r79c7-r79c8=7r1c8 => -9r1c8; stte

if r4c8 is not 9 then r1c8 is 7

I had no difficulty following your notation but do not understand your intent by including digit "8". Why not just

9r4c8=(9-7)r5c7=r79c7-r79c8=7r1c8 => -9r1c8
