Since this puzzle was a bit harder than usual, I thought it existed a clever UR-solution (which I don't master).
I tried it in a public solver program that used 14 steps (including AIC and XY-Chain)...

Suffice it to say that I solved the puzzle, but only after hacking away at it with seven moves.

This was a fun and also a frustrating puzzle! I found lots of chains but they all provided useless deletions. Mad

Finally I hit a good combination........

(7)r1c8=(7)r1c2-(7=2)r3c1-(2=9)r8c1-r8c89=(9-6)r7c8=r7c2-(6=7)r9c2; r9c8<>7
