Marty, if I'm not mistaken, your first two steps are enough to solve it.

It can actually be solved in one step:
(9=3)r9c3 - (3)r9c4 = (1)r9c4 - (1=6)r7c4 - (6=9)r7c8 => r7c123<>9, r9c78<>9
