| I think this is a two-stepper if 3 is removed from r8c9 after basics. |

I used four steps.
The Kraken/Finned X-Wing/Fin Transport; r8c1<>3
W-Wing (34), SL4 r7, flightless with transport; r8c9<>3
X-Wing; r5c13, r6c3<>3
W-Wing (89), SL 8 r4; r7c5<>9 |
