Danny, Sorry to say, but I agree with you that the second step does not complete the puzzle. Not sure just what I did because I was in a rush and did not write good notes. My guess is that instead of making the noted deletions, I set r1c9=7, which does complete the puzzle.

Also in looking at the puzzle again, I realize that r2c8 should have been deleted by clean-up following the first move.

Hopefully I will have some time later this evening to complete the puzzle properly..........

Ok, here is an additional step which I believe completes the puzzle, based on the code posted by Danny.

anp(23=4)r8c98-r56c8=(4-3)r4c7=r4c2-(3=2)r3c2; r8c2<>2

The complete three steps are

Settling for just one of the eliminations makes it less ugly ... and preserves the one-stepper. Using your notation style ...
