Another angle, a one-step MUG(?)...
Code:
 *-----------------------------------------------------------*
 | 5     7     9     | 34    46    36    | 8     1     2     |
 | 28    3     268   | 1     7     2589  | 456   59    46    |

 |*178+2 4     8-2   | 6     3    *18+9  | (29) *78    5     |

 | 6     25    4     | 359   59    7     | 1     235   8     |
 *-----------------------------------------------------------*
Overlapping UR(18) and UR(78)...
Code:
MUG(178)[(2)r56c1=(9)r5c6] - (9=2)r5c7 ; r5c3<>2

The overlapping of URs has come up before, notably here in DonM's fun old "Suggest A Move" series.
Strmckr called it a MUG and it solved the puzzle in one move.

While at the time there was no one that stood up to gainsay the MUG claim. However, according to my personal notes, someone has pointed out it was not a MUG, but did not question the validity of the move.

Edit: unreferenced quote removed

Luke, I put a "?" because I am always on uncertain ground when it comes to MUGs Exclamation
My precedent for calling it a MUG would be myth jellies post here .
Clearly it could be written as a chain of URs...
Code:
ur(78)[(2)r56c1=(1)r5c1] - ur(18)[(27)r5c1=(9)r5c6] - (9=2)r5c7

My offering was in response to the "?" not the move. Love the move, wish I'd spotted it myself.

"The Ultimate MUG Guide" has yet to be written, which explains my ongoing interest in all things muggy.

I used a Type 4 UR (78); r56c1<>8 which exposed an XY-Wing (278); r5c8<>8.
