Another one step solution is an "almost naked pair"(ANP)
ANP(56=4)r89c9 - r7c8 = r3c8 - (4=6)r2c7; r2c9<>6

In detail, we almost have a naked pair (56) except for the additional (4)in r8c9. Therefore, either the naked pair is true or the (4) is true.
If NP(56)r89c9 is true, then r2c9<>6,
If (4)r8c9 is true, then r7c8<>4, then r3c8=4, then r2c7=6, then r2c9<>6
Thus both conditions result in r2c9<>6 to complete the puzzle.
