				A single stepper:

(2)r9c2 - (2)r8c3 = (2)r4c3 - (2)r4c56 = (2)r6c5,
 
(5)r9c12 - (5=7)r9c8 - (7=8)r6c8 - (8=2) r6c5.
 
Thus all the three possibilities to break up the UR force r6c5=2, which completes the puzzle.
