Is this a valid nice loop? If it is not valid please explain why. I am new at this I will greatly appreciate any assistance.

The syntax of the loop is correct but no exclusions result. If r6c8 is an 8, it cannot be 9; if 9 it cannot be an 8. This is what your loop says and no exclusion can be made from this logic.
