I used two XY-Wings:-
XY-Wing 13 37 17 pivoted in r2c2; r5c1<>1 opens onother
XY-Wing 37 35 57 pivoted in r3c6; r4c3<>7 which solves it.

Another two step solution is the XYZ-Wing 347 with apex in r8c4; r79c4<>3 which opens a W-Wing on 37 with strong link 7 in row 6; r2c4<>3.

Here is a one step solution based on a flightless xy-wing with a pseudocell pincer.

Flightless xy-wing (34-7) with pivot (34)r2c4, pincer (47)r2c9 and pseudocell pincer (37)r34c6.
Now transport the (7)r4c6: If r4c6=7 then, r4c3<>7, then r3c3=7; r2c2<>7
