Danny, I looked at this puzzle but only found several seemingly useless steps, but will look at it again later. I appeared to be chasing a real BBDBer.........

Ted,

I just checked my solver's solution. It used three steps plus numerous basics. More important, the steps are tightly dependent and not your garden-variety steps. I'd recommend skipping this puzzle unless you have lots of time on your hands.

Three steps... as you say one after another

Here's a one-stepper considering a very-well hidden UR Exclamation

implied sis { (1)r5c89, (5)r6c6 }
ur(47)[(1)r5c89=(5)r6c6] - (4)r6c6=r4c45 - (4)r4c1=hp(47)r36c1 - (9)r3c1=r2c1 - anp(39=1)r2c59 ; r4c9<>1
