but in the solution that I record, it ends up being three !!

This puzzle wore me out! I found various steps but all seemed to be going along the BBDB path. I finally found a four step solution that, after just reading the prior posts, is the same as Norm's original four step solution. I never even looked for a ahp() as offered by Peter; a very elegant step.

#1: skyscraper 4 r26c5; r1c8,r5c7<>4
#2: Kraken x-wing(1)r28c45 with fin (1)r7c5; r8c3<>1
(1)r7c5-(1=6)r7c2-r5c2=(6-8)r5c1=(8-5)r3c1=(5-1)r1c2=(1)r1c3;
#3: (8=3)r5c3-(3=1)r4c3-(1=9)r4c1-(9=5)r6c1-(5=8)r3c1; r1c3<>8
#4: BUG+1; r4c8=4
